Fixed migration 049: removed object-notation CHECK constraints, replaced with single string.

- `migrations/049_reporting_payment_lines.js` — removed `eur_only` and `valid_status` checks (keep only `amount_cents != 0`)

|
## Verification
|
|
- `npm run build` → 0 TypeScript errors
|
|
- `npm run migrate` → runs without syntax error
|
